Event Permit Restroom Requirements in Columbia, SC and the Midlands

A public event in the Midlands often needs a permit, and some permit forms ask about restrooms. The rules change from one town to the next. This guide covers the local rules we have found and shows how to count units for a 600-guest event.

Who sets restroom rules for an event in Columbia?

The government that owns your event site sets the restroom rules. Inside Columbia city limits, the City special events office handles permits. Much of Northeast Columbia in 29229 is county land, so Richland County rules apply there. West Columbia and Forest Acres each have their own event forms.

Check your address on a city limits map before you fill out any form. A mailing address that says Columbia does not always mean city land.

What restroom ratios does Richland County require for outdoor events?

The Richland County temporary event application lists minimum restroom ratios for outdoor events. For crowds up to 1,500, plan 1 toilet per 75 men and 1 per 40 women. Plan 1 sink per 200 men and 1 per 150 women. If restrooms are off-site, the county requires a written agreement.

What does the City of Columbia require for event restrooms?

The City of Columbia special events office handles event permits inside city limits. The permit form we reviewed lists no restroom count and no lead time. Call the office at (803) 545-3514 and ask what they need for your site and crowd before you book units. Requirements can change.

Start at the City of Columbia Special Events office website.

What are the West Columbia event restroom rules?

The West Columbia events policy lists 1 portable toilet for every 150 people over 300, including ADA units. Units must sit on hard surfaces reachable from the road, since service trucks may not drive on turf. The Parks Department must approve restroom locations at least 2 weeks before the event.

  • Spill kits must be on hand during the event.
  • Events with alcohol or road closures need 60 days of lead time.
  • Annual events must apply 4 months ahead.

Read the West Columbia events policy, or see our West Columbia porta potty rental page for Riverwalk access tips.

What does the Forest Acres special event form ask about restrooms?

The Forest Acres special event application is due 60 days before the event. The form asks how many portable restrooms you will have, how many are ADA units, the provider name, and the set and pickup dates. The city also requires a sanitation and removal plan.

Book your units first so you can fill in those lines. Our Forest Acres porta potty delivery page covers tight lots and street placement.

How many restrooms does a 600-guest outdoor event need?

A 600-guest outdoor event in Richland County, split evenly, needs at least 12 toilets and 4 sinks under the county minimum. Our own planning method, for a 6-hour event with alcohol, comes to 24 units and 6 hand wash stations. Two of those units should be wheelchair-accessible.

600 guests, outdoor, 6 hours, alcohol served
StepCounty minimumOur recommendation
Men (300)300 ÷ 75 = 4 toilets—
Women (300)300 ÷ 40 = 7.5, round up to 8—
Base units12 toilets600 ÷ 50 = 12
Over 4 hours—+ 600 ÷ 100 = 6
Alcohol served—+ 600 ÷ 100 = 6
Total toilets1224
Sinks / stations2 men + 2 women = 4 sinks24 ÷ 4 = 6 stations
Wheelchair-accessible—5% of 24, round up = 2

Our recommendation is a planning method, not a legal rule. The 5% accessible share follows the 2010 ADA Standards for each cluster of units. Run other crowd sizes in our event restroom calculator, and see event porta potty rentals for unit choices.

When should I book restrooms for a permitted event?

Book restrooms before you send the permit form, since many forms ask for the provider name and dates. Event units arrive the day before the event and are picked up the next business day. Event rentals are priced per rental, so a weekend event costs the same as one day.

Date changes are free with 24 hours notice, which helps if the permit office moves your date.

Common questions

Do I need a permit for porta potties at a backyard party?

Event permits mostly cover public events, road closures and alcohol sales. A private party on your own land is usually a matter of HOA rules. Ask your town if you are unsure.

Can you help with our sanitation and removal plan?

We can give you the unit list, the delivery and pickup dates, and any service visits in writing. You can use those details on the Forest Acres form or any other plan.

Does a two-sided hand wash station count as two sinks?

Each side of our hand wash station has its own foot pump and basin. Ask your permit office how they count it before you settle on a number.

What if the permit office asks for more units after I book?

Call us with the new count. We add units when stock and route space are open, and date changes are free with 24 hours notice.

Do county ratios count wheelchair-accessible units?

The county ratios count toilets by men and women. The ADA share is a separate rule. Plan for both, and list your accessible units on the form.
