Richland County event permits and restroom ratios

Richland County sets minimum restroom counts for outdoor temporary events in unincorporated areas. The county asks for 1 toilet per 75 men and 1 per 40 women, up to 1,500 guests. Richland County also asks for 1 sink per 200 men and 1 sink per 150 women.

These numbers come from the Richland County Temporary Event Application. Above 1,500 guests, the form drops to 1 per 120 men and 1 per 60 women. If guests will use buildings nearby instead, the county wants a written agreement.

Here is a quick example. A 300-guest outdoor event with about half men and half women needs 2 toilets for the men and 4 for the women. That is 6 toilets. Add 1 or 2 hand wash stations to cover the sinks.

Inside Columbia city limits, events go through the City of Columbia special events office instead. Most of ZIP 29229 is county land, so Lake Carolina-area events usually use the county form. Our porta potty calculator helps you check the count.

Richland County building sites and practical notes

Richland County handles building permits for unincorporated land, and the City of Columbia handles sites inside city limits. Either way, a jobsite with 20 or fewer workers needs at least 1 toilet under OSHA rules. Richland County HOAs like Lake Carolina and The Summit may also set placement rules.

County permit steps are on the Richland County Permits and Approvals page.

Northeast HOAs often want units screened from the street and removed quickly. Mark a spot near the side of the driveway and tell us the pickup date when you book.

For anything going onto Fort Jackson, the person ordering must set up gate access for our driver before delivery day. Mid-October is busy because of the SC State Fair, so book fair-week events early.

Richland County porta potty questions

Does Richland County require porta potties for my outdoor event?

Richland County asks outdoor temporary events in unincorporated areas to meet minimum restroom counts on its event application. The form lists 1 toilet per 75 men and 1 per 40 women. Send us your guest count and we will match the county numbers.

Which permit office handles my event, the city or Richland County?

The answer depends on the address. Sites inside Columbia city limits use the City of Columbia special events office. Sites in unincorporated Richland County, such as most of ZIP 29229, use the county temporary event form. Your property tax bill shows which one applies.

Can you deliver to a Lake Carolina or Summit home with HOA rules?

We deliver to HOA neighborhoods across Northeast Columbia every week. Check your HOA rules first, then mark a spot beside the driveway or behind a fence line. We set a firm pickup date so the unit is gone when the HOA expects.

How fast can you get a unit to Eastover or Hopkins?

Eastover and Hopkins are in our same-day zone. Call by 12 PM Monday through Saturday and we deliver that day when a unit and route space are open. A same-day rush fee may apply, and we tell you the amount before you book.
